Why the boundaries are set as they are? Or, as the question is often asked: “Why am I in the Zone and my neighbor isn't?"
An Enterprise Zone is a designated geographical district in which resident businesses are legally entitled to receive special benefits created by the state government. Zones are established in economically depressed areas to encourage companies to locate there.
Boundaries are set by a combination of census tracts, poverty level assessments and other criteria. Much of this is outside the control of the local government, or even those designing the Zone, and that is why Zone boundaries often look gerrymandered and confusing in their shapes.
What makes an enterprise zone special? For one, the economic incentives of locating your business in the zone, or hiring a zone resident.
